GPU Green Dots and only starts up in Safe Mode, Help!

So 4 days ago I was playing with some friends some LEAGUE OF LEGENDS and you know all that garbage gameplay when suddenly my PC freezes for a good 1 second and then turns off, when I try turning it on, the loading had tiny green dots all over the screen, and when it was suposed to go to windows, it just went all black.

I entered in Safe Mode and it worked!!! But now it's like this:

I instantly thought, this is probably the GPU, and I think I am right, is there any way to save it?
My only thought is to try cleaning it, but I think I am too late to saver her.

Actually before you try that, I'd try running a system restore to the last point where it booted correctly. It should work but if it doesn't then I would try to find what's causing the OS corruption - could be a bad driver or a bad update.

But if you can get into safe mode, be sure to back up all your data first before trying this. That is crucial. Because if it doesn't work then you can safely reload the operating system without worrying that your data is going to be gone.

I had already tried that and it didn't work, installing new drivers did not work either.

What power supply are you using? Do you know the make and model and about how long you have had it? I think that could be a source of your problems.

I am kinda dumb so I don't know what most of the words you are saying mean but I know I've had this computer for some years now

I don't think we can proceed further until this information is known. You can take the cover off of your PC and it should tell you. If it's not a brand name PSU I would get that replaced ASAP because what it sounds like is that your PSU is failing to deliver the power that the rest of your system requires.

On one side there is a sticker that should have all the relevant information that is needed. *ALL* PSUs regardless of whether or not it's a major name brand are required to display a sticker on it that will have all the relevant information. It should look something like this:
