Question GPU has low power consumption ?

Good afternoon everyone and happy Sunday.

I come to bother you with a little doubt, I'm not very expert buying second hand stuff.

A few days ago I bought an RX 570 4GB Gaming X GPU, but when I try to run my games it only consumes up to a maximum of 65w/70w power. As a consequence I get a lot of jerks and FPS drops just when this 65w suddenly drops to 30/20. The GPU stays at 100% usage but the power problem still occurs

I have a 500w certified 80 Plus power supply, I have already checked that the BIOS has not been modified, there is no bottleneck, the power supply is practically new, there is no way I can increase the consumption, I have even tried undervolt + overclock and I only have a maximum of 15/20w extra, but they are unstable. When I'm gaming the temperature doesn't go above 50º, at most it goes up to 56º-58º. I've seen videos on YouTube that it can easily go up to 75º but with my card this doesn't happen.

The only way I get the GPU to use 120W is when I do the FurMark stress test. Otherwise I keep experiencing underpowered GPU in games.

I don't know what to do anymore, I'm thinking of going under warranty

That is the advertised wattage of the unit. When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
