Question GPU heating/cooling affecting fps/fan speed config

Computer:
CPU: Intel Core i5-8600K
GPU: AMD RX 590 saphire nitro+
SSD: Crucial MX500 250GB
SSD: Transcend TS480GSSD220S 480GB
SSD: Kingston SSDNow V300 240G - 62.1%
RAM: Corsair Vengeance LPX DDR4 3000 C15 4x8GB
MBD: Gigabyte GA-Z370 AORUS ULTRA GAMING WIFI-CF

So I was playing with setting because I noticed the GPU getting pretty hot (granted its 90F and humid while doing this) its climbs up to 65-75C pretty fast, If I change the fan speed to max settings in the radeon interface it will bring the temp back down to 55C, but game fps suffers greatly. I assume this is probably related to power consumption changes needed....but using the radeon interface it has " Power limit %" by the fan control ranging from -50 --> 50+.......

What are peoples recommendations on this?

pretty sure the airflow is fine i did not have this problem with my rx480.... I am going to be adding some 200cfm fans to my case soon though to replace the 67-80CFM ones I have now
