Question GPU Heatsink has two rubber spacers/washers missing ?

Hello everyone, I recently opened up my GPU to replace the thermal paste because it was reaching 90 degrees. When I removed the back-plate from the heatsink I noticed that two of the rubber spacers/washers through which the screws go were missing. I've replaced the thermal paste twice now and my GPU is still reaching 90 degrees. Is it because of the rubber spacers or can it be something else? My GPU is an HD 7870 and it is running stock clocks of 1000MHz core and 1200MHz memory
