GPU High Temp while Idle

So my GPU is reaching a temp of 61 while idle and it usually stays there but this started happening a few minutes ago. Around an hour ago i uninstalled my nvidea drive (using a safe application) and then reinstalled it and before i uninstalled and reinstalled my nvidea drive my GPU idle was around 30-40. while playing battlefield 1 before I reinstalled my drive i was reaching 81-80 degrees or so at 99% load (that is normal i am playing at around 80-120+ fps usually, i capped my fps at 145, and my video setting are set to ultra) and after i reinstalled my drive it is exactly the same, 80-80 99% load. so i was wondering how do i lower my GPU temp while idle because while in-game it is exactly the same as before so i feel like the minimum GPU temp is set to like 60 or something.
PC SPECS:
Intel core i7-6700k 4.0 GHz overclocked to 4.4 GHz CPU
GeForce Gtx 980ti Graphics card
32 GB of ram in 2 sticks.
NZXT h440 case
4 NZXT h440 stock fans that cam with h440 pre-installed
NZXT Kraken X61 GPU water cooler
MSI Z170a Krait gaming M3 mother board
512 GB solid state disk
3 TB hard drive

please help if you can

BTW i have 1 BenQ monitor connected to GPU and 1 normal Samsung monitor connected to the GPU

I also have MSI Afterburner and Nvidea Inspector if i need to use it.

Edit: My Load is usually at 0% or 1% while idle or browsing on google chrome

Solution
You're welcome and I'm glad you found you a solution to your issues!

There is no "good" speed for a fan. Usually, for noise efficiency, keep it at the highest comfortable speed.

I have almost no experience with Afterburner, which is the only app you should use for overclocking IMO.
Here is a sensible guide for overclocking with it:

(the video card isn't the same, but the basics are)

Do remember that overclocking is always risky, and may make your pc unstable, or give weird colors like you had... I suggest reading this guide thoroughly before attempting to overclock.

I have had this card since around September 20 or so, so not that long but i don't think it is the dust because like i said it was fine before i reinstalled the driver. before i reinstalled it, it was at around 30-40 so sunless a lot of dust gathered in 10 minutes while i was reinstalling it it can't be the dust.

Edit: I also remember cleaning my pc around 1 or 2 weeks ago.

Oh, you mean "driver". I misunderstood your "drive".
This is probably due to the driver running the card in high power mode all the time when using multiple monitors.

Use Nvidia Inspector.
"Open it, and RIGHT-click the bottom-right button "show overclock..." and select "multi display power saver". Select your 'target GPU' and enable "run at startup". ...

In brief, this means your GPU will cease to constantly run in a "high-performance mode" - you can still easily watch films, flash content, etc. I highly doubt you'll notice a difference in performance. To avoid affecting FPS in games, just exit the program or add the exception"

Yeeeaaahhhhhh, nnnoooooooo. That almost fucked up my computer (sorry for curse words). as soon as i selected my GPU card, both of my screens went crazy and next thing i know one screen is showing a light shade of orange and a dark shade of orange and another screen is showing a light shade of gray and a dark shad of gray (probably because of my wallpapers). That did not fix it and i am not touching that ever again. I had to shutdown my computer by pressing the power button. I am almost 100% sure that it has nothing to do with my monitors because i built and setup my computer at my dads house and as soon as i got it to my house and connected it to my monitors my temp was still fine and i didn't change anything about my monitors. if there is a way, is it possible to change the minimum GPU temp it can get to or increase my 4 fans speeds. Maybe some kind of setting changed when i reinstalled my drive because i did a full clean uninstall.

Edit: I may have found a fix. these are my setting for my gpu card. i changed ,my fan from 16% (it was on auto) to 50 % and my temp went wwaaayyyyyy down. here it is. http://img.techpowerup.org/161105/nvidia-20161105-133336.png

Edit 2: is there anything that i need to change in the overclocking settings maybe? https://goo.gl/photos/TWEDADNFtaYTkprNA (this is everything about my gpu)

I'm sorry that that didn't work. I guess you can't trust reddit, heh. XD Better not touch that anymore.

And, I forgot that that is also an option. Your previous driver might have made your fan spin faster than the new one. Just adjust the fan speed to a confortable level then leave it there. The idle temps will be lower that way, but your fan will be louder.

Thank you for your help. I don't really care about the sound because my computer is under my table (not on the carpet so not a lot of dust comes in). I would like to ask you, what is a good fan speed, i feel as if 100% is way to fast and my computer will explode, and i can here it from across my room, it is extremely loud. I also edited my last post with all my GPU setting and things that i can change to better my gaming experience if you have any advise on what to change. Thank you for your help and have an awesome day/night/ where ever you live xD.

Edit: Now that i understand why my GPU was so high and how the temp was the same while gaming as it was before, i will keep it on auto so that when i am gaming it goes to the speed that it needs to go to and while i am not gaming it goes to the speed it needs to go to.
