GPU idle temp at 55 - 60 C

My Gigabyte GTX 970 mini runs at around 55 - 60 C and the GPU fan is running at about 50C and under load it is around 80C. My CPU idle is only at 30 C and at load about 65-70C. I've had the system for about a year and the GPU has always been running this hot and I'm wondering what I should do to lower the temps.

Gigabyte GTX 970 Mini
i5 6600k @3,5 ghz
Noctua D9L
16GB Ram

Right now I only have one case fan that is an intake right under the GPU.

I think that's because the GTX 970 Mini has very small heatsink and only one fan, and its TDP is 145W. That's like having FX with prepackaged cooler.
