GPU is being overused for no reason

I got on my computer to play a game today and when I launch I got a 1/10 of my usual fps. So I opened up Task Manager to what is using up all of my GPU. My usage is at 100% (this is on Fortnite which I usually get around 60% usage while playing). It seemed that a lot of my GPU was going towards desktop windows manager which was using 50%. That was also inflating my other apps open to use all of my GPU before me game is even open. Then when I play i get 10-15 fps instead of the normal 140-180.
My computer has been unusable since then with constant screen tearing and my computer in general being very slow. I have a GTX 1060. If this has happened to anyone or anyone knows the solution i would be very thankful for their help.
