Question GPU is not working correctly (underperforming usage)

Hello everybody,
I ran into a problem with my GPU, I have been playing on this PC setup for two years and because I played games with low requirements, everything ran perfectly.
But when I started with more demanding games I found out a problem with my GPU, leading to lag spikes low FPS and crashes. For an unknown reason, usage of GPU is not able to go higher than 60- ish per cent. Even though that it should be on 100 per cent while playing games.
Another weird thing that I found out is that the temperature of GPU is still between 50 and 55 degrees Celsius. (no matter if I am playing or just looking on the home screen.)

GPU - Radeon RX 570 (sapphire)
CPU - Ryzen 3 2200 g
RAM - Corsair Vengeance 2 x 4 GB DDR4
Motherboard - Asus PRIME B350 plus
Storage - SSD 120 GB
- HDD WD Blue 1

List of used fixes - Checking if GPU is correctly plugged
- Updating drivers
- Trying to use older drivers
- Changing priorities to games in task manager
- Reinstalling Radeon software
- Changing in-game settings to the max to load the pressure on GPU
Nothing of these has helped.

Any idea would be greatly appreciated.

yup. weak CPU and only 8GB ram
So you think this problem is caused by my CPU, which is bottlenecking GPU or something like that?
Well I am thinking about an exchange of GPU to
GIGABYTE GeForce GTX 1650, also I'd like to change my CPU
but I don't know which one, can you recommend me something from ryzen for a reasonable price that would be okay with that graphic card?
