FIRST MY PC SPEC IS THIS
-
Processor Intel(R) Core(TM)2 Duo CPU E8500 @ 3.16GHz

Video Card AMD Radeon R5 200 Series (SAPPHIRE 2GB EDITION)

RAM 6.0 GB

Operating System Microsoft Windows 8.1 (build 9600), 64-bit

1 TB HDD

AND

NO SSD

MANY DAYS AGO I AM TRYING TO FIX THIS PROBLEM AS MUCH AS I CAN
MY GPU IS NOT WORKING PERECTLY AS ITS STOCK STATE(UNOVERCLOCKED)

I CHECK MY PC BEANCHMAARK ON
USERBEANCHMARK.COM

AND THIS RESULT COMES

http://www.userbenchmark.com/UserRun/5327983

MY ALL PC PARTS IS WORKING PERFECTLY
UNLESS GPU

HERE THE LIST I TRIED TO SOLVE MY PROBLEM-

REINSTALL THE DRIVERS OF GPU

CHANGING OS TO WIN 7
AND ALSO TO WIN 10
NOT WORKED

SOFTELY CLEARING THE GPU USING COTTON

TAKE OUT THE WHOLE DUST USING AIR BLOWER
EVEN WHOLE PC I CLEANED

AND AT LAST WHEN I OVER CLOCK IT THEN MANY SMALL BOXES
OF RED AND BLUE COLER APPEARS RANDOMELY
AFTER DOING THIS I UNOVERCLOCK IT

PLZ HELP ME I

CAPS LOCK DOESN'T HELP ANYBODY AND JUST ANNOYS THE HECK OUTTA EVERYONE. Thank you for your understanding.

To get to topic: The GPU, while very weak in general, is fairly more recent than the CPU you're using, so chances are high that your CPU is bottlenecking the GPU. But trust me, even if it wasn't, your GPU wouldn't accomplish much more even at full speed.

To make sure whether bottlenecking is taking place, run HWinfo or a similar program in the background while stress testing the PC, and have a look at the average CPU & GPU usage values. Does one of the two go up to 100% during the benchmark? If yes, that part will be limiting all other components' performance.
