GPU is overheating, and CPU goes up to 100% usage, giving me major FPS drops. Help?

How can I fix this problem. I'm getting major FPS drops on games that are fairly simple to run (Rocket League) mt GPU is upgraded from my old GTX 745 now being a 1050 ti, could this mean a new power supply? New cpu fan? I have no idea
