Question GPU is running at PCIe 2.0 x2 in a PCIe 3.0 Slot

So for the past couple of months my FPS has been really bad lately and I haven't been able to figure out why. GPU-Z said my card was running at PCIe 3.0 X 16 @ X1. Having that information I knew it wasn't running at the full X16 mode. Tried looking in my bios, tried updating my bios, tried reinstalling drivers and fresh install of Windows 10. Checked that all updates are up to date. I went to a discord and they said to reseat the GPU and DDU in safe mode. So I did that and I moved my GPU to a different PCI slot (just to see what happens). So my GPU started running at PCIe 3.0 x16 @x8. So is there something wrong with my PCIe slot? I switched it back this morning and now my card is running at PCIe 2.0 in the slot it was before.

GPU: Gigabyte 1080ti 11GB
RAM: 16GB DDR4 G.Skill
PSU: Corsair 850
