How do I stop this? It started 2 days ago and has gotten worse. It never overheated before both fans still work. And this GPU (EVGA GTX 770 SC) is over 3 years old I'm not sure if this has anything to do with it.
Its like a checkers board when my screen is on dark pages or when I'm in games it looks all f*cked to hell, I can't even load a game without it crashing and giving me a display error. Could this caused by PCI 3.0 slot because the ASrock board I have is quite flimsy.

Try downclocking the GPU... -50 to -100 on the core and memory. Also try raising or lowering it's power limit, I'd try raising first.

I don't use overclocking software. And the GPU doesn't sag.

I'm talking about downclocking it below stock settings. You can use overclocking software such as msi afterburner to accomplish that. That might get you rolling until you can buy a new GPU.
