GPU is slowing down on FPS?

My system specs:
i7 6700k @ 3.4
gtx 1080 8gb vram
8gb ddr4
256 ssd + 3tb hdd

I have not touched any settings in windows or anything changed hardware wise, but my GPU seems to be underperforming in the frame rate ingame

I used to get much more fps in game, now its slowing down by maybe 20% and its noticeable ingame

How can i fix this?

you have a balanced system but we need more info, we cant read minds. what games, what resolution, what mHz monitor, Virus scan? OS? psu failure?

You can see temp is around 60 on gpu

He obtains 85 fps from benchmark, i only got 59. Same setup, except his processor is OC by 0,5 extra

I am running 1080p and have tried mid/high/ultra settings
I am currently trying assassins creed origins

My monitor 1080p 144hz 1ms freesync

Compared to the benchmarks i saw, they were running on Win 10, im on Win 7.
Normally this wouldnt cause a change like this, but im thinking since the game is new maybe its unoptimized ?

Looks like the game i was playing was not optimized for Win 7
Upgraded to 10 and got the massive FPS jump

Since its a late 2017 game i dont think they ported it for all OS just the latest Windows
