Question GPU is stuck at PCIe 2.0 x16 speed randomly at startup ?

My 9070 XT GPU will get stuck at PCIe 2.0 x16 speed at start up randomly, most of the time it will run fine at 4.0 speed but sometimes it will get stuck at 2.0 and wont go to 4.0 even when playing games

I thought it was a power saving feature but i literally disabled all pcie power saving features i could find, even went in bios and disable pspp policy. i manually set pcie speed to 4.0.
I disabled pcie express thing from the high performance power plan in Windows.
I saw a few people having the same problem and its on MSI motherboards so far, not the exact same motherboards but on msi motherboards in general.

I came here in hope there's some bug that can be solved. So far i didnt see anything posted in MSI forums about probably cause not many people care to check once in a while gpu z so they dont know its happening ( good for them i guess but im paranoic af)
I did a clean install as a last resort but didnt help.

PC Specs
Mobo: MSI Pro B650-S WiFi
CPU: Ryzen 7800X3D
GPU: 9070 XT
PSU: Gigabyte 850w Gold+

Did you disable the iGPU in BIOS?

What BIOS version are you on for your motherboard?

gigabyte 850w gold+ psu
Gigabyte is the brand of the PSU while 850W and Gold+ are the advertised wattage and 80+ efficiency ratings, respectively, what is the model of the PSU and the age of the unit(if it's been recycled)?

I did a clean install as a last resort but didnt help.
What OS are you working with? Did you recreate the bootable USB installer for your OS? Where did you source the installer for your OS? If you're on Windows 11, did you install the OS in offline mode?

Yes i did disable the igpu, latest bios for my mobo, my psu : https://www.gigabyte.com/Power-Supply/GP-UD850GM - not even close to a year old, i installed windows 11 using rufus, got the iso from microsoft - everything up to date when it comes to windows
