GPU Issue occuring

Hi, So I have received my RMA'D rx 480, and The issue is still occurring. What happens is when i'm just cruising windows, Or when i launch a game for 2 minutes, windows freezes, and it goes into a black screen and comes back. It doesnt say that the game crashed or nothing. I've tried completely EVERYTHING, wether to completely re installing windows 10, removing drivers and installing them, Swapping the power cable, switching the HDMI cables, And I've ran out of ideas. I've tried going on forums and searching the internet and I dont know what to do anymore, any help would be greatly appreciated!!

Ryzen 5 1400
8GB DDR4 RAM Clocked @ 300MHz
MSI B350 Gaming pro carbon
MSI RX 480 Armor
The PSU is 750Watts (It says ultra, and thats it)

all these parts are new So maybe that is the issue. thats the only thing I didnt change from my old build. Everything (with that ULTRA PSU) was actually fine, but i've had it since 2012 so I should probably replace it. Any recommendations?

Friend of mine at work had the same issue when he got the oculist rift and it was the psu. He had a 1000 watt and replaced it with a new corsair 750watt now everything works.
