[SOLVED] Gpu issue?

I bought new RX 5700 MSI gaming X gpu and whenever I restart my pc my screen is flickering abnormally (about twice a second). I can fix the issue by reinstalling drivers by doing custom clean install. Even by doing that, when I turn my pc again after shutting it down (or even just restarting it) turns that flickering back on.

Do you have an intel CPU with an integrated graphics output? If so try that. If you don't, try putting the card in another PCIe slot.

Also try changing video cables and another monitor/tv. Check every variable you can. It does sound like video card issue, but you have to double check every possibility first.
