Question Gpu Issue

My Build:
CPU : I5-13600KF
Motherboard: MSI Pro B660M-A DDR4
PSU: Seasonic Focus GX, 80+ Gold, 750W
GPU: XFX SWFT 319 6900XT
RAM: Silicon-Power XPOWER Zenith 32GB DDR4 3200MHz CL16 Dual Channel Kit
This build has been in this form since November 2022, and nothing has been changed hardware wise other than an SSD upgrade a month or two ago.
My problem:
The monitor is displaying no signal and turns black. This happens either from the login screen after the motherboard boot logo or immediately after logging in once the windows identifies the gpu.
The way I'm managing to replicate this is: Whenever I try to install the AMD driver. If I go into safe mode it all works fine. If I go and uninstall it from device manager and then boot normally it lets me log in and the monitor gets signal. The minute I try to install any AMD driver (I've tried even 22.11 with no success) it will lose signal to the monitor.
For diagnosing purposes I'd like to mention I've had some other symptoms but i'm not sure if they are related, such as occasional screen freezing/system during LoL which were either solved with a alt tab or system reboot when I couldn't alt tab.
The system played just fine and smooth over the weekend during the Path of Exile league launch, no freezes no nothing, no black screening from signal loss.

The events from the device event driver say:
Device not started(amdwddmg)
Device PCI \VEN_1002&DEV_73BF ... had a problem starting
Things I've already tried:

  • Windows 11 clean install with formatting the SSD (twice)
  • Removing old drivers with DDU and reinstalling various driver versions.(With and without being connected to internet)
  • Reseating the GPU
  • Reseating the RAM
  • HDMI cable works fine when connected to my laptop
 
to have a look what the problem could be:
check the hard drive / SSD for errors with its manufacturer´s tool

run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730 (if you can run it)

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

Alright so, I've ran the userbenchmark however it hasn't picked up the gpu as no driver and as I said, can't install it without making the computer unusable. https://www.userbenchmark.com/UserRun/60727884.
Clean boot as well did not help.
Only thing that makes the monitor get signal again is manually uninstalling the 6900xt device from device manager while in safe mode.

I've also ran the windows integrity with no changes. Also tried an sfc /scannow that said had repaired some files but issue is still persisting. I'm working on running a memtest and checking the hard drives and SSDs.

Any further steps to take would be much appreciated. I'll come back once i've ran the memtest.

With all that you've already tried, I would say that there's something physically wrong with the card itself. I would contact whichever AIB partner made the card about an RMA if I were you. There's no reason that what you've already tried shouldn't have fixed the problem if the problem wasn't hardware-related.

I only know this because my current Windows 10 installation has seen an R9 Fury, an RX 5700 XT and an RX 6800 XT with zero issues and no need to re-install. I didn't have to do anything except pop in the new card. Hell, I didn't even have to change my Adrenalin drivers when I swapped cards.

Everything should just work and if DDU can't fix the problem then it's not the drivers because I'm using the same drivers that you are on my RX 6800 XT (which is the same GPU die as the RX 6900 XT) without any problem.

I'd say that it must be the card itself.

Yeah as an update, after trying everything I've contacted the XFX support and I'm arranging with them to get the card RMA'd as they concluded it's likely the card as well.
