Question gpu keeps spiking due to windwos

when doing anything the gpu core and memory clocks up to the max, this happens when i open the start mnue or scroll around, it seems its using the gpu to do these things i think . this happened started happening recently. temps go around 60-70 and 100 when gaming because of this. how do i stop this

its gt710 i3 8100 8gb of ram
edit : it seems every time a program uses my gpu it spikes to max, no its not on performance mode

Try this
In the Nvidia control panel, under Manage 3D Settings > Program Settings, I added the windows apps that were causing some issues and changed their Power Management Mode to Adaptive

my global power settings have been set to adaptive and iv set each program to adaptive and optimal power. It didn't work
