Question GPU lights off max fan speed

So as it is mentioned in the title, now a days once I try to power on my PC my GPU light would go off and fans would max speed.
Sometimes does CMOS clear a couple of times fixes the issue and the PC works fine even during load playing games etc.
But now a days, the issue is increasing more and more and am not really sure what the core issue is so I need help with this, I have a backup 2060 that I have in those cases so I can switch to it until I can save up for a new GPU in a month or two.
I can buy a 4060 but that's also a down grade from the 2080TI so am not sure.

my specs:
CPU: i7 12700k
Motherboard: MSI PRO Z790-P WIFI
Ram: G.Skill Trident Z5 RGB 32gb
Graphics Card: EVGA 2080TI Black edition gaming
Power Supply: EVGA Supernova G6 850w

Well bios version am not sure about it honestly, is there a way to check the bios version from inside without having to go to bios?
my PSU is around a year an half old that's it.
