Gpu liquid cooler and new fan

Hi im looking for a reason as to why my GTX 980 temperature starts at 70C and increases so fast to 99C practically in 15 seconds from boot to opening one application i force my system to shut down immediately to make sure i dont kill the card ive re installed the cooler and fan

Im using a H60 Corsair cooler
And a HG10 N980 bracket with fan
To cool it instead of the refrence cooler

How could i verify it i hear the fan spinning up and it just goes to 100% speed

How is the pump powered? Is it from a fan header on the motherboard or the gpu? If it is on the motherboard go to the bios and read the rpm for the header the pump is on.
