GPU Load never reaches 100%

When I play games, my gpu load can't even reach 70%. Is there any way to fix it?

My Specs:

CPU: FX 8320 (OC'd @ 4.2 ghz)
GPU: Powercolor AMD R9 380 4GB
RAM: 8GB
MOBO: MSI 970A-G43
PSU: Rosewill ARC-M650
HDD: WD Blue 1TB

How are you testing the gpu usage? Heaven benchmark 4.0 should put your gpu at 99%.

I just tried heaven benchmark and it does max out my gpu load but is it normal if my usage isn't hitting 90-100% constantly when playing games such as fallout 4?

(Sorry if this is a stupid question, I'm sort of new to PC gaming)

Fallout murders my cpu and is likely bottlenecking your card. It will very on game to game basis since the game requirements of what work needs to be done will vary.

so probably the best thing for me is to upgrade my CPU to something like the i5 4590?

Yeah, an i5 processor will do much better, but that would mean a new Motherboard with it.
