GPU low peformance, GTX 960

help, why my gpu so low? see in picture. how to fix it? after 5 month, this gpu so weak.

rig is:
i3-4160
Asrock Fatality H87 Gaming
2x4 Ram DDR3 1600 MHz
SSD and HDD
Msi geforce gaming GTX 960 4gb DDR5

You are currently on a low power state where you don't have anything gpu-intensive so the gpu will downclock itself to save power and reduce heat output.
Once you have applications that utilizes the gpu, it should automatically go back up to its boost clock.

These look like normal idle clocks, can you take a picture of your clocks underload?
maybe try reinstalling your drivers?

This might be weird, but did you try restarting you PC? sometimes my 980 Clocks get stuck and don't go full speed until i restart my PC

from the restart, reinstall the driver , to be separated and cleaned his vga , remains unchanged . but if reinstall the driver , did so in 1305 mhz gpu , but after that it went down and down again
