GPU low performance/low usage

Since I purchased a Geforce GTX 970 I have been getting strange performance issues:
- Crysis 1: If I look in an area with low detail (a bush, a rock etc.) I get 100%-80% clock speeds.
But if I look at a detailed area (lots of trees with god rays) it drops to 30%-50% clock speeds. The difference is 80fps to 35fps.
- Counter Strike: Global Offensive: GPU clock speeds stay between 30%-50%.
- Overwatch: GPU clock speeds stay between 100%-85%

What I have tried:
- Changing Nvidia Control Panel settings, nothing helps
- Reinstalled Windows
- Updated Drivers
- Checked Max Temps and Speeds, nothing is being Maxed out (except with Overwatch, small fps drops caused my maxed out CPU)

I'm not playing any games newer the fallout 4 so the 368.69 drivers haven't been updated and they are very stable for me.
