Question GPU Low usage and low fps with 3060 ti

Hello everyone so the past few days i noticed that my gpu has really low usage and fps are lower than they should be like 2% or less when playing games sometimes it goes at 40% but then it falls back and ive done everything from reinstalling every driver reinstaling windows and nothing changed and it really stresses me out. Btw today while i was playing a game checked the usage and it was at 98% and the fps went from 100 to almost 200 but now it went back to 40% and less.
Temps for both cpu and gpu are at 63 celcius while playing.

GPU:Aorus rtx 3060 ti master 8g
CPU:ryzen 5 3600
PSU:Corsair rm850x
Cooler:nzxt kraken x62
Mobo:Aorus x570 pro
Ram:Trident z rgb 32gb 3200mhz

Did you use DDU to uninstall the drivers before installing the new driver? (sorry, obvious question but just checking.)

Yea did it multiple times nothing changed
