Question GPU low usage

I got an rtx 2080ti,i7 9700k and 32gb ram 3000mhz but overclocked to 3200mhz. Since yesterday my pc has been vey laggy in games like cold war and warzone .I have tried to reinstall gpu drivers several times which did nothing . It just came out of nowhere .In task manager gpu usage is 17%
any help is much appreciated

List the exact make and model number/brand of your current Power Supply unit/PSU. Which OS are you using ? Windows 10 OS ? Some of the recent Win 10 updates have been a bit problematic though, but there is hard and fast rule to this.

Btw, what is the GPU and CPU temp values while gaming ?
