Question GPU max Length

When a manufacture post a PC case detail, they usually list the max GPU length like the Corsair Crystal 280x. Does that mean the max GPU length with the front fans installed or not installed?

When a manufacture post a PC case detail, they usually list the max GPU length like the Corsair Crystal 280x. Does that mean the max GPU length with the front fans installed or not installed?

I would imagine installed (as shipped from the manufacturer).
