Question GPU Memory Always Being Maxed Out

I have had this problem for a while now, my GPU's memory is always being used at max even though when I go in the task manager only 0-2 % of it is being used. I have done malware scans and virus scans, nothing has worked.

Whats telling you your GPU's memory is being maxed out then?

The program that came with my laptop shows me the memory used for CPU and GPU as well as the temperature.
