Question GPU no display but Onboard does.

Very frustrated and have come to the best please review and advise.
Just got a newer CPU, PSU, AIO and CASE (specs bellow) to reuse with my Motherboard, ASRock Z69M ITX, and ram.
After installing everything I was not getting a display, lights came on fan span for a while but it stopped, so i re-sat the GPU and CPU, checked wiring multiple times but nothing. So changed video to the onboard graphics and it worked, installed Windows 11 and figured GPU died all of a sudden. Bought an RTX 4080 and still no display. GPU fans remain on all the time but no display. PSU is an 850w, my old rig had maybe a 500w PSU and my 3080 worked just fine so I'm doubting is a power issue.
This MOBO is new to me, have had for maybe 6 months, but could the PCIe slot have gotten damaged? I don't see obstruction... How do I test for this? Bios update needed? PC boots just fine.
I'm going to buy the same MOBO brand new again and retest but this is frustrating, I've been working on this for 3 days and I'm not a newbie.
Any help is appreciated!

Is the GPU's 16-pin PCI-E cable properly connected to the card ? Are you using the included adapter which came with the GPU for this from your PSU ?

Does your current Corsair PSU model come with a 16-pin PCI-E cable ?
