PC specs:
i5 4460
4x 4gb HyperX 1600
Gtx 1050 2gb
Thermaltake 550w 80+ white

I recently bought a used i7 4790k from a friend. Tried it on his PC to make sure it works fine. Went home and tried it on my PC and it does not show display. Tried all possible steps and make sure everything plugged in.
Troubleshooting Steps taken:
Tested each Ram on each slot
Removed Cmos battery
Directly plugged display to motherboard and removed GPU
Used other type of cord
Used eraser on RAM and GPU
tried other type of display adapter (HDMI & DP2)

I sent it to our tech and we tested it out with 3 different PSU, GPU, Motherboard. I also tried to test my current i5 4460 and it works fine on both GPU and integrated display. We came in to a conclusion that the i7 does not work with the GPU for some unknown reason. can this still be fixed?

Since you are on the newest bios already and your i5-4460 would require the same bios as the 4790k, the only thing I can suggest is you look at the CPU socket and check for bent or broken pins. Your motherboard should be able to handle the 4790K without issue otherwise.
Yes, I have checked all the pin and took a pic using my phone so I can zoom it in and it works fine with the i5 but not the i7
