Question GPU no display

hello ive recently purchased a new 6800xt to replace my 2070 super and for some reason i cant get a display when using the same pci slot i have been for years.any idea what could cause this?i can get display from the motherboard onboard graphics, and i can see the 6800xt in device manager.ive reseted the cmos and that didnt work

i forgot to mention that the card works in the bottom slot but not the top, and it needs to be in the top slot because its to close to the cables on the bottom slot and fans get caught.
