GPU no picture / black screen help needed

Hello, I originally had a 980ti which died, I just got a zotac mini 1070. When connected to my pc, I get no picture on start-up, no bios screen or anything, then after 10+ seconds the monitor led will change to blue as if there's picture but all I get is a black screen. I have tried another motherboard thinking the pcie slot is faulty buti get the same issue. I have tried switching vga power cables and tried different vga ports on my psu (vga 1 / vga 2). My on board graphics works fine. I just got the card. Is it possible the vga cable and/or the vga ports on my psu are faulty or is the gpu faulty? Unfortunately I don't have another psu to test. Is it possible the vga connectors on my psu could be faulty but all other connectors will work fine? AS my psu works fine using onboard graphics. Can anyone help me?

I have noticed that my gpu fans come on briefly and stop, this keeps happening every few seconds or so.
