Solution
Ok, a 38W TDP card works, but a 170W TDP card does not.

Chances are, you're looking at either a defective 560TI, or a PSU that's degrades to the point it cannot adequately power the 560TI.

You'd need to replace the PSU with a known, quality, working unit to see if the 560TI still 'works' or not.

No, it wouldn't be good for overclocking. It's not the outright bottom of the barrel, but it's getting pretty darn close.

Where are you located? And what kind of budget do you have for a PSU?

170W TDP GPU, 95W TDP CPU.... even overclocking, a quality ~500W unit would be sufficient.

Is the CX550(M) from Corsair available to you? S12II-520 or M12II-520 (or 620) from SeaSonic?
