GPU Not Being Detected

I recently found out that I accidentally broke the lock (release) switch of the PCIex16_1 slot. So, I decided to move my Graphics Card to the PCIex16_2 slot. The BIOS recognizes the graphics card in the PCIex16_2 slot, but when I boot up it acts like I haven't installed a driver for it. (The screen is all blown up with low resolution)

Note:
I use the ASUS Z170-A motherboard with the ASUS UEFI BIOS (Last update was 10/2/16)
The Graphics Card worked fine in PCIex16_1 slot.
Drivers are installed already.
All I did was move the GPU from slot 1 to 2

Question: It recommends that if I have 1 GPU I use the x16_1 slot and If I have two, then I use the x16_2. Does this mean I can't run one GPU in the x16_2 slot?
