GPU not being fully utilized

AMD Phenom II x4 940
NVIDIA GeForce GTX 560
Gigabyte motherboard GA-MA 790X-UD 4P
Windows 7

First off, yes I have an older computer but I don't play newer games this machine works well for me with the older games that I play (like Banished).
In the past I have reformatted my computer a couple of times and have re installed everything with out having issues. However this time I recently reformatted my computer the GPU seems to be acting up.

Normally it is quite obvious when the GPU is being fully utilized as it has a very noisy fan when it gets used and it sounds like a plane is about to take off.

After reformatting the computer and reinstalling the drivers, when I run my games the frame rate is horrible (estimated at about 10-20fps) and the GPU does not heat up as it used to. Even watching youtube videos is quite laggy.

Using GPU-Z I can it shows that the GPU load is 100% but the temperatures do not rise at all, they remain at a steady 30 degrees C.

I have tried adjusting settings in the NVIDIA Control Panel, but have not had any success. It almost feels like the GPU is being throttled or is not allowed to be running at its full capability. Sorry I am not very knowledgeable in this area.

That's what I was sort of wondering too before I posted this question, I updated the drivers a couple of times but with no success.
I however didn't think of removing the drivers completely and then reinstalling. After uninstalling the drivers, for some reason I was not able to install the latest version that were online (Due to an unsupported card, I will look into this later). But for now I just installed an older driver that was included on CD that came with the graphics card and now it seems to be working just fine.
