Question GPU not being used to its full potential

I have RX 580 8GB Rog Strix GPU
R5 2600 Ryzen cpu
8GB HyperX 2666Hz Ram
128GB SSD
1TB hardrive
Tuf Gaming B450-M
600W power supply

this graphics card should easily be able to push out high frame rates but struggles to run Overwatch at more than 100 on all low settings and 75% render scale
the graphics card doesn't seem to be heating up as when i got it new it used to sit at about 70 degrees Celsius but now barely peeks over 45. and when i got it new i got about 200 frames,
the computer is about half a year old

updated them and increased performance alot but still not what i had at the start

That ANTEC VP unit is a very low-end TIER PSU model. AVOID using this to power the RX 580 GPU. VP series fall under the low-end TIER D category, if I'm not wrong. I suspect your PSU might be the culprit here. Kindly grab some other high-quality power supply, and re-test your GPU.

If you dont have another spare to test, whats your budgey for an upgrade. As i said most antek psus are not great
