Question GPU not being Utilized instead my CPU does all the Work

I have a dedicated GPU installed along with my iGPU enabled cuz I need Triple Monitors for my Work but both my iGPU and Dedicated GPU do not do any decoding or encoding all that stuff is being done by my CPU I have an AMD R7 350x 4GB Card and Intel i7 4770 CPU any workarounds for fixing this problem i even tried disabling the iGPU thinking it may fix it but no it didn't further more I have the latest Driver at least those that this card supports though they or of no use I guess keeping in mind I don't game often it just for Video editing and other stuff I do.

What is the monitor connected to? Motherboard or graphics card ?

well I already did that but still no use my CPU is still taking all the load and nothing on the GPU it remains at 0% utilization even during the final rendering porcess
