Question GPU not booting up

Hi

Just built a pc for the first time, and my GPU doesen´t seem to boot up correctly. When i enter games (wow and pubg) the fps are high/fluent, but the graphics are not very good, although settings are on ultra. I´ve downloaded MSI afterburner (Havn´t messed around with it since i´m sort of a noob at this stuff ;-) ) and it says that the GPU is only running at 100mhz in the abovementioned games - it´s clocked to like 1900 as its standard. I´ve installed the driver that came with it and updated it to the newest version in it.

Its a RX 5700 xt Red Devil.

CPU is i5 9600k and the PSU is a corsair 750W gold certified psu, so shouldn´t be any problems there.

My screen is fairly old but it´s 1080p from ben q - but still, setting up my 2011 MacBook to it runs with way better graphics althoug at lower fps.

Have anyone had this problem or know any way to solve it? Or maybe have the same GPU?

Hmm tried. Maybe mid/high end gpus like this are just no made for older monitors? And therefore my older MacBook works better with my monitor?
