Question GPU not detected after power outage

So i just got a new PC 3 days ago.
Upgraded my card to a GTX 1660ti and SSD 240GB (Changed the windows from HDD to SSD)
And then a power outage happened in my residence and when i turn my PC back on suddenly it switches back to my HDD Windows 10 and i when i right click the desktop NVIDIA control panel is gone. I checked my display adapter and it says Microsoft Basic Display Adapter. My monitor is still connected to the HDMI to my GTX 1660ti but it doesnt detect a GTX 1660ti card everywhere on my pc. Is it possible that a power outage just killed my GTX 1660ti and my SSD?

My Specs:
450Watt PSU
GTX 1660ti
1TB HDD
240GB SSD
Intel i7-4790 3.6GHz
16GB DDR3 RAM
(EDIT: 10 mins after posting this my screen turned black for a few seconds and my GTX 1660ti appeared on my display adapters havent tried to game on it but is it possible if the power outage will decrease my GPU performance?)

It is possible, but the more likely explanation is that your HDD lacks the drivers for your GPU, so try to boot from your SSD again, and if you can't, try installing your drivers to the HDD.

PS: What power supply is that? Make and model please.
 
It sounds like you have two boot drives in your pc and the power outage caused your motherboard to revert to a previous state/version kind of like clearing the cmos. Try taking your old boot drive out of the build and see if your graphics card shows on the new ssd. Then check your bios version.
