Question GPU not detected (hidden in device manager)

I bought a new computer from CyberPowerPC and it just arrived earlier today. Here are there components:
Asus TUF 4070 Ti
i7 13700K
MSI PRO Z690-A
32GB DDR4
850W PSU
Windows 11
Currently the GPU is not showing up, I cannot install Nvidia drivers as it says no GPU detected, the GPU does not show up in bios, but it does show up in Device Manager after clicking "show hidden." In Device Manager it is grayed out and states "Currently, this hardware device is not connected to the computer. (Code 45)"
The physical GPU lights up and the fans are spinning. I checked and as far as I can tell its plugged in all the way in what appears to be the "PCI_E10" slot, the name is cut off so there may be more. The Device Manager says this under location: "PCI bus 1, device 0, function 0." I also want to add that when I plug my monitor into the GPU nothing happens but works fine when plugged into motherboard. I've installed all of the drivers for Windows and the motherboard already. Any suggestions? I don't believe the GPU itself is damaged from what I'm seeing. Thanks.
