GPU Not Found`

Problem: Graphics card not found during Nvidia setup.

GPU: Gigabyte GeForce GTX 1060 Windforce OC 3GB (GV-N1060WF2OC-3GD)
Computer Model: HP 8300 SFF
MB: http://ark.intel.com/products/64027/Intel-Q77-Express-Chipset

Details:

The GPU does not fit in the case, so it is connected to the 16x pcie slot via this riser. Because the comp's stock PSU is non-standard, I am powering the GPU with a seperate PSU.

The GPU is plugged in and fan is running. The GPU, riser, and PCIE slot appear to be properly connected.

The Nvidia installer attempts to install the graphics driver and fails because "The graphics driver could not find compatible graphics hardware."

The graphics card is also not showing up under Display adapters in Device Manager. The PCIE slots are all enabled in the BIOS.

I am suspecting the problem is with the connection between the GPU, the riser, and the MB, but I am not sure how to confirm. I don't have another GPU to check with.

Any ideas?

Solved it. Even though the PSU was in the ON position, the GPU was not generating enough load for the PSU to fully power up. I attached the included test clip to the PSU and voila, it powered up and everything worked.

Ran some gaming benchmarks and hit the 75th percentile. Not bad for a $400 setup! (Refurbished HP 8300 + GeForce GTX 1060 3GB + 2nd PSU)
I plugged the GPU into the monitor and switched the monitor's input to the GPU. I got a blue screen with no signal. Does this mean the GPU is powered on but is not communicating with the MB?

The gpu is still not appearing in display manager and Nvidia can't find it. I will try checking the bios PCI security and plugging the riser into a different slot.
 
PCI slots are enabled in the BIOS. The card isn't being recognized in the other slots either. Gonna try updating the BIOS / chipset drivers and see about getting a test card. Thanks all. Let me know if you have any other ideas.
