Gpu not handling video ?

Hi, to me this is weird when ever i am at 1080p or 720p my cpu usage is basically 1% but when I go to 1440, or 4k on YouTube it takes up 35%-50% is this normal my gpu is pretty much always at 5% while playing 4k. To me the gpu usage should be higher and the cpu should be lower. Could it just be because amd doesn't''t have a complete driver yet, or is this just normal ?

online media which uses flash player doesn't have impact on gpu. So i think that would be normal for you as flash player begins to put all load on cpu while loading flash games or videos
