GPU not hitting maximum TDP (100%)

I have a MSI Geforce GTX 780ti Gaming edition, and even when using the 'OC' mode in the factory supplied MSI gaming app (increases core clocks to 1020Mhz from 980), the Graphics card still seems to only hover around 80% TDP (checked using GPU-Z) This was during stress testing with furmark, so I know that the GPU utilization is 100% and the temperatures are also way below the limit (max temps were around 65C).

Does this mean I should overclock the card even further? I don't want to break the card, but I also don't want the card not being utilized to its full potential. I was wondering whether the card was getting enough power, but I'm using an 850W power supply so I'm not too sure. Below is a list of my other specs:
