Firstly, try using msi afterburner, secondly gpu's normally only underclocks under thermal trottelling, thus it might be that the heatpaste on cooler is not properly applied or the cards heatsink is just not good enough.

i tried all the above still no use. note that i could overclock my gpu before upgrading to new amd drivers .after reverting to previous drivers still the problems persist. nothing is wrong in my thermal paste and fan. the strange thing is OVERCLOCKING THE AMD CARD UNDERCLOCKS IT !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!.
