Question GPU not performing as it should

I recently upgraded my GPU to a GTX 1070 8gb. When launching games like The Witcher 3 or Shadow of war, the fps stays around 60 and sometimes drops to mid 50's. Maybe I haven't set it up properly ? I have updated the drivers and all that. Not sure if it's bottlenecking, but my research found that my CPU shouldn't bottleneck on these types of games.

Your CPU is going to struggle to keep up. It's the weakest in intel's line up, your CPU cannot keep for GPU fed with enough data consistently.

Based on what you said. Should I look at upgrading my CPU? And if so, to what ?
