GPU not performing like it should be?

I bought a EVGA GTX 1070 a few months ago and I feel like it isn't perofrming like it should be. I took a look at the box and it says my system should a have a minimum of a 500w PSU and I only have 400w PSU. Would that be part of the problem?

CPU: AMD FX-8320 Eight-Core Processor
MB: GA-78LMT-USB3 (rev 6.0)
GPU: EVGA GeForce GTX 1070 FTW2
PSU: EVGA 400 N1, 400w
Memory: 8 GB of DDR3 SDRAM
HDD: Toshiba 1TB HDD
SSD: ADATA 120GB SDD
 
 
Ok what games, what resolution, what FPS?

The FX8320 is quite weak by modern standards and 8gb is the bare minimum. When gaming are any cpu cores hitting 100% and what’s the gpu usage at the same time?

Although I don’t believe it’s your problem running your setup on that 400w psu is very risky. You really want a good quality 500w or greater.
 


I usually get around 60-50fps in PUBG at lowest settings 180-210fps in Rocket League Highest setting CS:GO is around 150-200fps highest seetings Fortnite I have a cap at 60 but I think it goes to 150-200fps second highest when not capped. Also I use Razer Cortex which if you didn't know makes your games run better. Except I can't use it for fortnite cause that isn't a steam game. I run all at 1920x1080.

All CPU cores do not hit 100% they fluctuate between 40% to 70%

Also, If I were to buy a new CPU. Which would you recommend my budget would probably be $250 (AM3+ Socket)
