GPU Not Performing Properly

I just put in my brand new EVGA NVIDIA GeForce GTX 750 Ti Super Clocked edition into my computer. My CPU is an AMD Athlon X4 860k Quad Core 3.70GHz 8GB Ram. I have looked at benchmarks for games, and compared them to my benchmarks and mine are nowhere near where they should be. I have liquid cooling as well, so I don't think overheating would be the issue and I have also updated all the necessary drivers. I will happily accept any suggestions that may help. Thank You.

what exactly leads you to believe it is underpforming?

Be specific - can you post the benches you're getting vs the ones you're referring to, etc?

Well, the benchmark for CS:GO with my graphics card is around 170 fps, when I am playing I am only getting around 120 and I drop down to around 40-50 fps very often. (This is on High settings, but I also drop massive frames on the lowest settings)
