Gpu not preforming as it should. ( not 100% )

Hello, i have a titan Z and it should be able to run gta V on max at 1080p. the problem is that it runs at 60 frames and frequently drops down to 50 or less and this doesn't happen the whole time, sometimes it just stays above 80-100 and its all good but a lot of the time it just stays a little above 50 fps. So i looked in my msi afterburner and it says that the one gpu is running at 70 % and the other at around 60% ( aprocimatly ) and i have no idea why. Please help! Thanks
 
Do you have Vsync turned on in GTA V ?

If so turn it off, because it will only let the frame rate of the game run as fast as your monitor can update in ms.
For example find out what resolution you are running the game in, and then check what frequency the monitor is running at in Hz at that resolution.

For example 1080p @ 60Hz with Vsync on will give a average frame rate of 60 FPS in game.
Turn Vsync off in the Nvidia driver software suite and the frame rate can be 144 Fps or more ect.
 
Yes i had turned of Vsync and i am running it at 1080p. This problem only came up recently, before the game runned smooth and nothing went wrong but after sometime this started to happen and not just on gta V but in some other games like bf4.
