GPU not running at its full speed

I have been confused lately about the performance of my GPU. I normally test my set up by using Valley benchmark and fire strike. I use Riva-Tuner to monitor my GPU and this whole time if noticed that the GPU is not running at its full core clock. valley says that it should run at 1562 mhz but it only runs at around 1430. My memory clock is fine always maxing out but this is the same when I don't overclock where it's around 100-150 mhz slower. I reset the overclock and did not fix it whilst also reinstalling the drivers but having the same issue. My temps are fine as they only max out at 68-71 degrees. is it possible that GPU boost is not on or working correctly?

If the airflow in your case isn't good then there is a probability that the GPU is thermally throttling and showing you those lowers clocks. Have you tried using MSI's afterburner utility to overclock? On second thought's please list your specs like so:

full specs:
GPU: GTX 960 4GB core clock +170, memory clock +300 (msi is used)
CPU: I5 4460 3.2ghz
MOBO: ASROCK H81M DGS R 2.0
RAM: HYPER X (1X8) 8GB 1600MHZ
PSU: CX CORSAIR 430W SEMI M (whole system uses 330w)
STORAGE: 2 hardrives 350gb seagate / western digital blue 1tb (OS on 1tb)
OS: windows 10
CASE: Mini Define C (fractal)

I have the two stock fans in the case which are actually very good as intakes and both run at 1300rpm. As my GPU is a blower style cooler I put a fan right by the GPU so it is getting enough air and I can see this as it only maxes to 70 degrees. I have one outtake fan and it is Noctua redux fan. All the fans are 120mm. but even without the overclock the core clock is still lower that it base speeds.
