Question GPU not shown in BIOS ?

Hello, i recently bought a 1080 Ti that was listed as not working.

It seems to me that the problem is that it isn't showing up in my BIOS or in the Device Manager. The card is getting power as the fans and leds are working.

What are faults that cause this to happen/ best way to go about tackling this? I bought this to hopefully upgrade my PC once/if i manage to fix it. Cheers

if bios/device manager doesnt detect it, then gpu bios is dead, its small eeprom chip which looks like this

I see, as far as i can tell, this gpu may have dual bios, as there is a space on the board for it but i cant seem to locate a switch, is there any way to fix this bios chip?
