GPU not using 100% after graphic driver crashing.

I get about 190-260 fps in CS:GO. I went and overclock my ZOTAC GTX 960 and the driver crashed so I restored my original settings. Now, it performs worse. In the end, I found out that restarting my computer would fix the problem but is there any other way to fix it without restarting?

For anyone who wants to know.. My clock and memory settings are 140 & 470 respectively.

If restarting your computer solves the issue, it sounds like your currently installed driver is not correct or your card is overheating. Have you blue screened out yet?
